Full Time FE from 14: Giving Real Choice to 14 Year Olds

The Conservatives announced at their October Manchester conference a proposal to enable 14 year olds to study full time in FE colleges. This policy briefing will consider the advantages and disadvantages of this radical proposal and assess its contribution to strengthening pupil choice in the 14-19 phase. Consultant Mick Fletcher will kick off the debate and Mark Corney, policy adviser to the Campaign will act as respondent.

 The Conservative Consultation on the FEFC funding model and Skills Accounts

The Conservatives have published a consultation paper on their proposal for a FEFC and the development of lifelong learning accounts. Mick Fletcher, Consultant and Mark Corney policy adviser to the Campaign for Learning will discuss the key issues in the paper and help delegates formulate their responses to the consultation. The deadline for the consultation is Friday, 15 January 2010. Tricia Hartley, Chief Executive of the Campaign for Leanring, will chair the event. As usual delegates will have plenty of opportunities to discuss the issues after the presentations.

 The role of RDAs in the work of the SFA

The Department for Business, Innovation, and Skills is both responsible for RDAs and the forthcoming SFA. This policy event will examine the specific role of RDAs in the work of the SFA in England. A critical issue to be debated will regard the 8 non-London RDAs and the extent of their power of direction over the SFA for adult skills. These and other issues will be considered by this event. We are delighted that Lis Smith, Director of Director of Skills Policy, NWDA will be joining us to discuss the issues. The event will be chaired by Tricia Hartley, Chief Executive of the Campaign for Learning. Delegates will have plenty of opportunities to discuss the issues and ask questions.

 The Adult FE Fees Review
19 January 2010, 11am – 1pm, London

The Department for Business, Innovation and Skills has announced a review of fees in adult FE and skills. This session will explore how providers can collect fees from both adults and employers across adult responsive and employer responsive provision. The session will also consider the lessons that can be taken from HE in relation to fees policy. Mick Fletcher policy consultant will discussion current policy arrangements of fees, Train to Gain and Adult Apprenticeships. Mark Corney policy adviser to the Campaign will look at the role of loans to adults and employers in adult FE and HE. Tricia Hartley, Chief Executive of the Campaign, will chair the session and as usual delegates will have plenty of opportunities to discuss the issues.

 Taking Forward the 16-18 National Commissioning Framework
