Badman Report Two?

The exclusive target of the Badman Report is full-time home-based educators.  But since the children of the other families are only in school for aout 200 days, all other families are part-time home-based educators – for the weekends, holidays etc. So surely, if the Badman concerns are valid, they apply here too. All families using schools will need to devise their learning plans for the third plus of the year in question and submit them for approval and be inspected, perhaps twice a year.  This may be expensive, but if the government is so concerned to know what is going on, it will be necessary?
