Performance Management: Issues for schools and other educational organisations?

Recent research from Strathclyde University has found that:
 
“companies that concentrate on “Performance Management” alone faired worse than other comparative companies.”
 
This finding should make a lot of our organisations sit up –  will further research reveal that the practice of “Performance Management” is damaging – full stop?
 
Strathclyde University is to launch its Institute for Operations Management, of which the above research is a part, on 3rd November 2008.
